When creating a layout/template in photoshop from scratch, how big do you guys create them? For a 800x600 monitor size, do you have a max 750 width? For a 1024x768 monitor size, do you have a max 1000 width? What sizes do you guys build on as well(800x600, 1024x768)? I'm know there was a topic on this already, but if you can hit my main question, then that would be cool.

I typically design at 720 or 740px wide (unless the client explicitly expresses concerns about 640x480 users). Most computer users now have a minimum resolution of 800x600. I consider this the "safe" resolution to design for. Its also worth pointing out that even though some users may run at higher resolutions, many of them use browser windows that are not maximized - there's not much of a white space issue that would force designs to go wider.

I always go with a 770 pix width, other wise I'd make the layout liquid.

What would you use to make a 1024 layout? Just something a bit smaller than that? Because in the past I have had problems with this resolution. Like I made a template 1000 px wide and it turned out that the user had to scroll left or right.

I wouldn't make one full stop ;) But when the time comes probably 994px wide would be cool :)

Here are the real sizes for some common monitor resolutions:
640 x 480, Maximized -> 600 x 300
800 x 600, Maximized -> 760 x 420
832 x 624, Maximized -> 795 x 470
1024 x 768, Maximized -> 955 x 600
(source - Macromedia Dreamweaver)

... but I usuall start at 760 x 800 (or 600) since 800 x 600 is the most used resolution.
