Are you designers able to do that for a contest holder? I have a new member on my site asking about that.

If I'm not mistaken, CorelDRAW automates the separations process and outputs the necessary files if required...

Most graphics software will output separations, as Eagle has said.
CorelDRAW, Illustrator, Photoshop, QuarkXpress, InDesign, etc.
When you go to file --> print there is usually a tab, checkbox, or some other such means to choose: "Print Separations".
Sometimes, when I'm sending a two colour file to film, to be run on a press, I'll design it in Black and Magenta, or Black and Cyan. Then when I send my film to the pressroom, I send along a note:
BLACK = BLACK
MAGENTA = PMS 485
or
BLACK = PMS 349
CYAN = PMS 281
The above mentioned programs can output separations for PMS plates, but they can sometimes be quirky, which accounts for my choice to colour separated artwork in the manner that I do.

**AFTERTHOUGHT**
For what application does your new member need colour-separated artwork?
Screenprinting? Vinyl? Full colour press work?
It might help in determining the best colour-separation approach.
I have, on occassion had to resort to manually colour separating files. Ususally in the case of screenprinting.

To tell the truth, I'm not sure. My guess would be either t-shirts or vinyl.

Normally the seperations are done by the printer since ideally they are done at 100% size and are tailored to the vendors equipment (lpi, dpi, emulsion, negative or positive, etc.). It's possible to provide a generic seperation but it's certainly not the best approach. I don't know if any vendors that don't do the separations themselves.
